Grant glossary

The language of the calls: the most common Hungarian terms, explained.

pályázat — Pályázat (grant call / tender)
A public call to which an application for support can be submitted. In everyday speech the word also means the grant itself.
felhívás — Felhívás (call for proposals)
The official call document: who can apply, for what, how much and under what conditions. It is the authoritative text, completed by the annexes and the general guide (ÁÚF).
kkv — KKV (SME)
Micro, small and medium enterprises under EU Regulation 651/2014: fewer than 250 staff and either turnover ≤ €50 m or balance sheet ≤ €43 m, counted together with linked and partner enterprises.
vissza nem térítendő támogatás — Vissza nem térítendő támogatás (non-refundable grant)
A grant that does not have to be repaid if the project is carried out as promised.
támogatási intenzitás — Támogatási intenzitás (aid intensity)
The share of eligible costs covered by the grant, e.g. 50%. The rest must come from own funds.
önerő — Önerő (own contribution)
The part of the project cost the applicant must cover from its own funds or a loan. For loan products usually 10% of the cost.
de minimis — De minimis aid
A state-aid category: a company may receive at most €300,000 of de minimis aid in any three-year period (EU 2023/2831). Aid already received counts towards the ceiling.
lezárt üzleti év — Lezárt üzleti év (closed financial year)
A full 365-day financial year closed with published accounts. The pre-company period does not count. Most calls require at least one, some two or three.
üzemi eredmény — Üzemi eredmény (operating profit)
Operating profit from the profit-and-loss statement. Loan products often cap the amount at 10× or 15× this figure.
nehéz helyzetben lévő vállalkozás — Company in difficulty
An EU state-aid concept (Gov. Decree 37/2011 §6): e.g. equity below half of the share capital, or insolvency proceedings. Such companies are excluded from most support.
köztartozás — Köztartozás (public debt, tax arrears)
Overdue tax or social-contribution debt. Being free of such debt is a condition of most support; checked in the tax authority's database.
EPTK — EPTK (online application system)
The electronic application portal on palyazat.gov.hu where most EU-funded applications are submitted, with Hungarian e-government (Ügyfélkapu) login.
MFB Pont Plusz
The Hungarian Development Bank's network of intermediary bank branches where loan applications for EU loan programmes are submitted in person.
kevésbé fejlett régió — Less developed region
All Hungarian regions except Budapest. Many calls only fund projects located here, or give a higher intensity here. The project site counts, not the registered seat.
TEÁOR — TEÁOR (activity code, NACE)
The Hungarian version of the NACE activity classification, TEÁOR'25 since 2025. Calls use it to restrict or exclude sectors.
adószám — Adószám (tax number)
An 11-digit identifier: 8-digit core number, VAT code and county code. The EU VAT number is HU + the 8-digit core number.
cégjegyzékszám — Cégjegyzékszám (company registration number)
The court company-register identifier, in the form 01-09-123456 (court, company form, serial number).
konzorcium — Consortium
A joint application by several organisations. Not every call allows it; SME loan products usually do not.
előleg — Előleg (advance payment)
The part of the awarded grant paid out in advance, typically up to 25%.
fenntartási időszak — Maintenance period
The years after project completion (often 3) during which commitments must be kept and reported.
